nop,maps.ini and custom_nextmaps.ini exist,and i'm 100% sure they are correct.

well something has caused your nextmap.amxx not to work. this is probrably going to fix your problem:
1. put a ";" before "nextmap.amxx" in your plugins.ini
2. restart your server (if there is not a restart button on your server control panel, type "amx_rcon quit" and if your server company does not have a program to automatically re-boot the server you will need to ask a tech to do so).

did that,close and reopened the server with the nextmap.amxx comented.The nextmap still incorrect,the voting result was awp_map,amx_nextmap was awp_map,but when level changed it was de_airstrip.

well i dunno how the amx_nextmap cvar still exists with the plugin disabled so... just use this plugin that doesn't check for the nextmap plugin

2 things really , how can I make the vote a little longer and also how can I make it to not show everyone's name and what they voted for?

change 15.0 on line 157 from:
set_task(15.0,"VoteTally")
to however many seconds you want the vote to last

put a // infront of lines 170, 175, 179

recompile plugin

Strange. Map vote does not show up when there is few minutes left till map end. But it shows up, when next map is put by mapcycle, in the begining of the map, about two seconds from map start. No info in log files.
P.S. i had problems ( and i still have it ) with default mapchooser and mapshooser4. The map vote does not show up.
