as I already said, there is something wrong in your computer or other related stuff.try to download steamcmd from another computer, copy/past it to yours and try making a server. it's easier than to reinstall everything just for this.

nein, almost all the people in the world are using dynamic IP.

edit: wait.. what's this OS, windows server 2003 ? if yes I never worked with it, I can only help you about win xp and win 7 (x86).
