What do you need to do to make a entirely new weapon with this?
Do you need to edit the include file or what?

Well, you cant change the model - so it will never be an entirely new weapon.
If you want to know how you can change the attribute of a weapon a client is getting - read the first few pages of this thread. Its pretty simple.
Or just start hacking the weapon attributes thingy file. It is self-explanatory.

From what I have read, preserve-attributes keeps you from deleting attributes and somehow changing qualities when you assign other attributes to your weapon... IDK if I am right (and please correct me if I am wrong), but that's what I got from reading all those posts. So what would I need to apply this to? Everything? Or just things like the wrench and medigun to keep stuff from exploding or resetting? It'd be wonderful if someone could explain this a bit

If you're modifying a weapon with attributes, then it will keep the attributes that the weapon already has and additionally add your custom ones.

I've lost count of the number of times I have answered that.

Item names cannot be changed from the server.

You can change the name in the items classes on the server, but it doesn't effect what clients see as the values are not networked.

Using quality 0 makes the weapon have the default unlockable tag, yellow name. Is that supposed to happen?
