no, the server uses both:

mapcycle is for when no one votes or anything it just goes thru the list of maps (it's the default listing used to change maps without using plugins).

maps.ini is part of amx/amxx it is the list of maps used in plugins, like map voting plugins etc. (you only see this if you install amx/amxx, it comes with it).

After you install new maps correctly, you can add maps to either file depending on what you want to do. Put it in a map cycle or use it for voting (in otherwords it's not neccesarry to add new maps to both it depends on what you want to do with the map).

what the hell kinda of install is this? you deleted out like all the important files or something?...

learn how to get a server working before you add superheromod to it... get the server workin without anything first, then just add metamod make sure its working, then just add amx/amxx make sure its working, etc....

and then learn how to use hldsupdatetool to keep it current

as far as the .nav files, I think I told you once that for every custom map you put in, if you plan to use bots, a .nav must be made for them to use. I ususually use a listen game to make the .nav and then I copy the .nav and the .bsp to the dedicated server maps folder

listen server just seems to be the most stable way to make a .nav in my experience.
