I will not comment on actions taken 3 years ago. You need to remember that rules change over time and people get stricter on existing rules based on numerous factors.

So, decompiling .amxx files are actually possible? I don't think there's a way to decompile it in a perfect way, i mean, there shouldn't be a way. This could be stealing.

It is possible to get a rough idea on what the plugin looks like. The decompiled copy will not be able to be recompiled without recoding. I don't see how this is considered stealing when it is required by the GPL to distribute the SMA with the AMXX.

It basically has to be re-coded entirely by hand using the very tough-to-read compiler output. So, if you don't do this kind of thing everyday and it's not a very small plugin, it's hard to do.
