You sure its CSSDM?

Try disabling Mani and Eventscripts and just leave Metamod, Sourcemod and CSSDM running.

Im also on Windows Server 2003 (mines x64 though) and CSSDM works fine for me.

Don't know yet what the problem was - One of my guys fixed it.

please redoanload the gamedata files from cssdm and should work smooth.
