what happens if some guy has cl_filterstuffcmd set to 1.
he will receive commands you sent to him? ( cl_ ones )

I don't know. If he doesn't want his cl_ values being changed he won't be able to run fast.

cl_*speed cvars are not blocked, so cl_filterstuffcmd does not apply

I think your menu needs to be more descriptive, I can't tell what you are changing by just the menu
