Can you update this to allow restricting the plugin funtions to custom flag users only ?

To be honest, this plugin's usefulness has gone down.

1. An update in December 2008 made dispensers, dropped weapons, and ammo boxes restore cloak for the Invisibility Watch. This also applies to the Dead Ringer (which was introduced after that), but not the Cloak and Dagger.
2. The Big Earner knife (introduced in mid-2011) gains 30% cloak when killing people with it (backstab or no), at the expense of starting with 25 less health.

I haven't tried this plugin, but it's possible that it works incorrectly when a player is using the Big Earner.
