Ah, now i found it ^^ Didn't needed it, installed it one time at the beginning and simply edited the cfg b4 uploading ;)
Maybe you could sort the commands in the first post a little together?

Updated to 2.5.5.3 and the in-game menu works fine! for a test i put the old one back on and the menu don't work!

I just updated to 2.5.5.3 and I have a question:

4. Advanced options > First Option "Slap Time" has the value "gSEC" (see attached screenshot).

Is fixed in amxx_atac_cfg.1.1.08.sma.

Change line 234 from:
formatex(menuoption[0], 63, "\w1. %L\R\y%g SEC^n", id, "MENU_CFG_ST", get_pcvar_float(pv_atac_slap_freq))

to

formatex(menuoption[0], 63, "\w1. %L\R\y%f SEC^n", id, "MENU_CFG_ST", get_pcvar_float(pv_atac_slap_freq))

atac_menu got kicked out of atac_cfg in version 1.1.05. I think your problem was not related to the updates I've done (what is the version of your old atac_cfg file if you look into the file?).
