and some phrases are empty, is this normal or should be filled in?

The empty phrases are not yet used, but they probably will be in the future, so you're welcome to translate them

Well you can manually add em to database using:
Insert into `sb_overrides` (`type`,`name`,`flags`) Values ('one of the 2 options','<name here>','<flags');

I get this error on server,

PHP Code: [sourcebans.smx] Failed to query database. (Cannot add or update a child row: a foreign key constraint fails (`SourceBans`.`sb_actions`, CONSTRAINT `action_server` FOREIGN KEY (`server_id`) REFERENCES `sb_servers` (`id`) ON DELETE CASCADE))

How would this be remedied?

I just installed SB 2.0 for tests but for some reason the settings area is completely blank. I mean The physical menu is there but not the means to change it everything else seems to work though. I was sure I saw screenshots showing the settings menu working.

Just curious, has anyone done a successful upgrade from 1.4 to 2.0?

Everything would need to manually done. There is no upgrade installer at this time.
