In the folder PokeMod, I have a file eg. admin.h and admin.inc. How do I open a file with the extension *.h?

radim, i think you can open it with notepad or notepad++, i open it with visual studio 2009, for programming

Why ice type attacks do not freeze in the position where the player is?

Because Frozen status does not make people paralyzed, it damages, slows and flashes over a time, Paralyze status will freeze the player in the place they are

How I can add new attacks and having desired the respective sprites?

You code the attacks in the skills folder, recompile pokemod, upload it, edit the config to add the skill with the desired types, cooldown and description, finally assign it to a pokemon
