It's a real piece of work since it should be running 15 second 1/4's and it's running 18's.

No way is that thing running anything close to 15's without a power adder or some major mods.

Neons are incredibly slow....especially that year.

Actually, stock 1996 Plymouth Neon 5-speeds run low 16's, high 15's completely stock.
