Guy was talking about how to get Russian in tutor messages. It's doesn't matter anyway because there are no tutor messages in the latest version of plugin.

Forums are kept in English only. If you like to read Russian use Russian AMXX Community site then.

Edit here with your own messages

SERVER_RULE_1 = Cheating will be result in a permanent ban.
SERVER_RULE_2 = Advertisement and voicespamming are not allowed.
SERVER_RULE_3 = Intentionally teamattacks and teamkills are not allowed.\nThis behavior will be result in a ban.\nThe length of the ban depends of the admin.

I did same. . I removed my all plugins and kept this alone with default plugin. .stil it nt showing. . When someone join the server. .let me share you my cvar's and msg,info, rules here. .
Is this plugin works when both T and CT must have joind game. . Then it shows?

From what I remember yes they have to play and during the game the message appears after x seconds..

hey thanks man. .but i moved to other plugin. .this one not complete my needs. . not constantly working. . . . Any rule comes any time. .i am using defaul cvars still. .
