Then you need to alter the config to make it less aggressive.
These cvars can make a huge difference to how aggressive the balancing is

I don't know what settings will work best on your server - you really need to experiment.
I run a fairly large busy server so need it to be quite aggressive but I have also tested it running with fairly relaxed settings so I know it can be configured to work for smaller / less busy servers too.
I strongly recommend you have another try.
