If you copy the important configs, such as amxx.cfg, plugins.ini, users.ini, sql.cfg, etc, then you can reupload those if you overwrite them during the upgrade

Thank you Yami. What im also trying to say is kobri, you need to update whenever their is a new version, or whenever a server provider installs an old version, and its very simple if you just backup those few files and t hen update, its nothing really but a 10 min process and your done.

Just because it is the latest version, doesn't mean that everything is good. Reupload the CStrike addon like bmann has said

Okay, lets try it this way instead.

Stop the server.
Delete the current AMXx install. (save the configs if you want.)
Upload the 1.8.1.3747 Base and CStrike addons.
Do not upload your configs if you saved them yet.
Start the server and see if the stats work.
If they do work, upload the configs that you saved, if any.
See if the stats still work.
If the stats do not work, then an issue is with your configs.

Deleted whole amxmodx folder, copied amxmodx and then cstrike.

Edited stats.ini and same damn thing happens, scoreboard with a brief flash of something...
