You Right! and i talked to vpsnet and they told me hosting provider has blocked that ip and i have contacted them and they said it unblocked and it stile has the problem!

also this erros about i unblocked the ip and it work now but it give this error and hosting provider told me more then 100errors will be blocked auto again it need to fix this errors

sorry guys problem was in my sms system because someone bought in emty nick and pw or ip and it added an empty so it crached ;)

just when i checked amxbans i saw ther is an empty place has only flags so i removed it and all ok
