You cant change it, it must be amxmodx/

Of course it's possible in other case how would you explain why we have all that paths in core.ini? ;)

Problem is that amxx can't find new path to the core.ini

You have to add command line parameters to your server start command line:
+localinfo amxx_basedir addons/amxmodx2 +localinfo amxx_cfg addons/amxmodx2/configs/core.ini

But in every one of the plugins, he would have to change the directory in the code from amxmodx to amxmodx3. That would be a real pain.

No. Why do you think we don't approve plugins with hard-coded paths....they all use get_configsdir() and whatnot. Which gets the data stored in core.ini

First of all, why does he need to edit metamod? He wants to change the amx x configs folder, not the amxx directoy. Also, most approved don't use direct paths, they look for what you defined as the configs directory. Its in one of core amxx files.
