If it is setting up a mod on a server and getting it to run then I'd do it for 20 dollars per server, but it seems like he wants custom mods which is going to take a lot more time.

Stuff != Mod

He wants a few plugins be installed, but some of them about 15 % percent don't exist yet and need to be greated. It's not that much work, but I'd suggest at least 30-35$ / per Server. More if you hire an experienced person like hornet or Exolent for example.
