Ok, uploaded, its on my server. 0 people kicked. Tested reporting admin, vote worked, 0 / 5 people voted that [GHW] v3x was abusing his RCON powers.

ah, i bet if there was a small problem with writing to a file that could easily crash the server. Might be your 1.65.
