I don't know exactly but try not to get things complicated.
use first: force_install_dir ./HLDS/ then install your server, and don't forget to use app_update cmd multiple times because of:

Bug: HLDS (appid 90) currently requires multiple runs of the app_update command before all the required files are successfully installed. Simply run app_update 90 validate multiple times until no more updates take place

then copy the hlds folder to your desired destination.

You need to set the mod. It doesn't know what mod you want to download.

Do that example (with cstrike instead of czero) first. Then, you can add the beta flag.

I found many wrong things in valvesoftware.com site i won't go off-topic now
Even alfred-valve when he made the beta update he said on github: +app_update "90 -beta beta" And after i tried +app_update "90 -beta beta" didn't work but WPMGPRoSToTeMa told us to try +app_update 90 -beta beta without "" and it updated successfully.
