Looking screenshot, you properly now clear your permament bans every time when you reboot server.

Don't know where the hell you have get those server configs... Few users have do this "wrong" way.

Execute these server cmds right order!
exec banned_user.cfg // Add bans in server memory
exec banned_ip.cfg

writeid // Write current bans from memory to ban cfg files.
writeip
