Godmode and noclip and other assorted abilities are not only provided by sv_cheats. Remember that sm_noclip is a stock function of Sourcemod, and there are several popular sm_god command providing plugins for TF2.

Those are available to admins only, which would mean only admins and players given godmode BY those admins would be able to be banned by a plugin the same admins put on a server? (Unless the plugins you're talking about gives the commands to any1, which would mean no competitive play there, therefore no reason to have dem smac modules either...)
