Well, you're running an older version of sourcemod with a constantly updated game. I would say you save whatever sourcemod configurations you have (Admins, Configs, etc) and update your Sourcemod and Metamod. You currently have no other options as no one else has contributed any ideas toward this problem.

^ 1.3.9-hg3176 is the latest stable snapshot, I really don't see what you're pointing out to me. Yes, I know what the latest released version of sourcemod is, no, that's not what I want him to download.

Snapshots aren't stable. As Wikipedia puts it, it is "A view of a source code repository as it was at a particular time for the purpose of revision control in software development."

The latest stable release is 1.3.8.

The menus you're seeing are in the Valve menu style rather than the Radio menu style. I'm not aware of what would cause the admin menu to change like that, as Radio menu style is the default for CS:S, and the command that adminmenu.smx uses (CreateTopMenu) to create the menu doesn't let the plugin choose the menu style.

Having said that, you may want to try replacing adminmenu.smx with the copy that comes with SourceMod to make absolutely sure

And there not come SM updates on snapshots. Need download manually new snapshot.
