I've never tried something like this but I would start by checking if it's possible to execute the "status" command through "server_cmd" and read the resulting console output.
Try to get everything after version :
Then try to catch the first ^n or /n and step backwards from there.
If the first 8 cells contain secure but not contain insecure do nothing.
If they contain insecure try->server_cmd->quit

This is what my server returns for version:.
version : 47/1.1.2.5/Stdio 3421 secure

You could get crazy and either query your server from a plugin or maybe estabilish a rcon connection to loopback and enter status and parse the output. I don't know whether the sockets module is able to do either of these; haven't worked with it.
