The "problem" is that Valve did not thought about users that use the same PC for a server and as client. Call this a bug, lazynes or whatever. I doubt that you will get a sollution for this made by Valve.

Use this as .reg or .bat file:

How to use:
1. Launch Steam platform.
2. Launch cs1.6 game.
3. Launch that registery.
4. Launch HLDS.

Or you can add this registery on your HLDS launcher .bat.

Please note after this registery is active you cannot launch your game for the 2nd time. You need to restart your Steam platform. Valve are sucks they know to release update but at the same time they make a new stupid bug, until GoldSrc die.

just open steam.inf and change cstrike to cstrike2
