Hey just wondering if you can make weapon restrictions permanent? Not just round to round. If so how do i do this? [CSS]

I have issue with last version weapon restrict when warmup starting some people dosent have knife, but they have another weapons like deagle,hegranade or teaser but not knife. Can someone tell me how i can fix it
