Ok... so after a day and a half, I fixed the problem and 2 of the skins I chose worked for T side and for CT.
So let me give tips to others who are having the same issue.
There is a lot of content that needs to be transported from your computer on to your servers. So much so that you will get confused very quickly. So here are some easy steps to help you:
1) Download your skins
- I haven't tried models that DO NOT have the (.mdl) extension. I know that there are many models out there that do not have it so I'm sticking with skins that do.
- Get familiar with the folders that the files are in once you download it. It helps to explore and know what you are doing, not just copy and paste things
2) Open up your server through FTP (I use SmartFTP..it's free for 30 days but it's $50 to continue)
- Look at the folders again through your FTP
- You'll see that the same folder names are in the files you just downloaded
- Usually the 2 main folders you will be working with are "materials" and "models"
- Keep in mind at this point that there is a "models" folder inside of the "materials" folder. But they are 2 completely different folders simply because of the path it is in.
3) Select both the "materials" and "models" folders and drag them on to your FTP for your SERVER
- I stress SERVER, and you will see why in a minute
4) After open the FTP to your PUBLIC_HTML website which hosts your files
- I did it through my web browser and it was a pain to do, FTP will be simple
- you will have to create a cstrike folder and place other folders inside of it to mirror, or mimic, your server. This includes "materials", "models", "maps", etc,.
- In my experience, the server will not let people access large files to download for gameplay so you have to add them to a PUBLIC_HTML site of some kind. In my case, I used the free webhosting that came with my GAMESERVERS account. You have to be willing to pay for the extra room though, because you only get 100mb to play with. You will soon find out that this is not a lot.
5) After adding all the files in, go to your server.cfg in your server FTP, or go to ADVANCED SETTINGS on your host servers website like GAMESERVERS
- You must add this to your server.cfg:
sv_downloadurl "http://yourwebsitename/cstrike/"
sv_allowdownload 1
sv_allowupload 1
- This allows people to get the information from your server as well as the BACKUP that is on your PUBLIC_HTML. I placed those strings, or lines of text, in this exact order.
6) Please make sure that all your files are listed in the skinchooserdownloads ini
- If you miss even one string of text, you WILL get an error and your skin will not work
- Usually, in my experience, the models that have a .mdl extension have a text file along with it, so you may add the information from the text file to the skinchooser.ini file.... example:

I only showed you one text listing for what I used for terrorist, but if you wanted to add more, you would have to hit enter twice and make a new list for the next character model.
7) Now you must make sure that your .mdl files are listed in the skins.ini file like so

I just chose to show you the top part of the skins.ini file because I am only using skins for admins for now. If you notice, the .mdl file is next to the path string, and just above it in quotes is what I want it to read in game when I want to select my skin...."Umbrella Leet Rogue Terrorist" and "BlackOps CT"

My mistakes:
I placed the files in my PUBLIC_HTML on my webhosting FTP website, but I never placed the files in my SERVER (go back to step 3 of my instructions)
I also worked at this for hours without a break which is hard on the mind and will prevent you to think clearly. After stepping away and taking a breathe, I was able to see my mistakes and eventually be successful in placing skins on my server.
These instructions may not work well with everybody, but they worked out well for me so I am passing along the information.
