Change it in the config file on the server.

sourcemod/config/sourcebans/sourcebans.cfg

		// Website address to tell where the player to go for unban, etc
		"Website"			"http://site.com/"

If you're trying to change the entire message that displays to the user go to "sourcemod/translations/sourcebans.phrases.txt". It's the first block you would want to change..

Are you able to send emails via PHP's mail() function at all? What did installer step 3 said for the sendmail path?
Ask your host, if he has a mailserver running.

Dam, too bad they were not on a cloud server or something those are very fault tolerant.

Hopefully no valuable project data was lost.
