The lang file (mapchooser4.txt) You need to copy (after unzpipping from mapchooser4_txt.zip) to amxmodx\data\lang folder.
If the web compiler supports now AMX X 1.8.0, You need to press the button "get plugin" on the first post of this topic and save it in Your amxmodx\plugins folder. Then You need to replace the line in amxmodx\configs\plugins.ini
mapchooser.amxx
by
mapchooser4.amxx
Then restart the server.

the vote starts automaticlly or is should be force by admin's/player's command?
if yes, how define when the vote will start automaticlly?
and in not, how can i do it to start automaticlly in X time remaining for map?

The vote starts automatically about 2 minutes before the mp_timelimit is expired. It's fixed (You cannot change it). If You are playing mp_maxrounds it starts 2 rounds before mp_maxrounds is reached. It's also fixed.

i use plugin from yours pack 2.8f(g)

You can try to download 2.9 version - there is this plugin already compiled to AMX X 1.8.0.

but how do i mute the voice when the vote start that say "its time to choose" and all the other voices if there is..?

This the line which is calling the engine to tell You "it's time to choose"...
if it doesn't work, it means You are missing some wave files.
