Well If you have no error but plugin don't do anything, I don't know what can be happening, sorry.
Please recheck for errors in sourcemod logs if you don't have any, ther is nothing I can do :/

Well even if I type !follow !servers !hoop there doesn't happen anything.

I think plugin is in fail state then.
You should have an error.

Try sm plugin reload redirect (by Rcon) and check your logs right after this (your sourcemod logs, not srcds logs)

Also check if your db user has CREATE/ALTER permissions.

I had to reload plugin and it's working right now.

Do I understand correctly that this plugin is for when you have multiple servers running from the same CSGO server installation?
If I have multiple servers running on different servers, I can't just add them to some server list?

It will work also if you have different server.
You just need a common SQL database.
