IIRC, the Monoculus will not target players below a certain hardcoded level on the map. This was to make it avoid targeting players in the underworld.

If this is the case, there's nothing you can do aside from editing the map and moving everything higher up.

The level is pretty much a flat with a small trench slightly taller than a player and a big building in the middle cap point. When I spawned monoculus, it is at the ground level. I suppose I can try spawning it from the trench or tall building to see if it would fire in any of those places.

cl_showpos 1, see where ground level is in terms of coordinates.

Also try generating a nav for the map.

This explains it. The Z coordinate for the ground level is around -2000 for some reason.

Map was made that way, nothing you can do about it. You could try forcing Monoculus to target people, but that may not work well.

I was able to edit the map and move the whole Z coordinates within range of monoculus. While I was at it, fixed some annoying problems with that map.

I also checked cp_orange_x3 which x4 is based on, and it has the same Z ground coordinates around -2000. I saw a previous message about some person saying how monoculus didn't fire on that map also.

Bottom line, monoculus works on that map if you move it within the hardcoded limit.

Can someone post the old version that didn't level up or tell me what I need to remove in the script to not level up but just spawn a regular mono even if I do one after the other etc etc..

I don't think you can make it spawn the normal lvl1 monoculus every time if you keep defeating it. That's Valve's thing.

It was just a regular mono on his first version then the most recent versions to the current added the levels...
