We use SourceBans on our server and are having quite a few problems with KAC performing local bans.

I realize if SourceBans takes too long to ban the player, KAC will locally ban them. I like this feature, but is there anyway to help ensure SourceBans actually bans them. For example, a ban queue to retry sourcebans bans and then remove the local ones.

Not sure if anyone else experinces this problem.

Its really a sourcebans issue.

I just moved our DB over to our server box. Fixes my issues with DB timeouts. I wish SourceBans would fix that problem.

Hmm..OK, so some of the UTF-8 characters aren't being displayed on my standard US setup. So now

1. Why are you limiting the names to 4 characters or more? Compiling your script as is, I cannot even join my own server.

2. Could you please tell me exactly how I can use a UTF-8 char set to make my name appear as a duplicate on my machine?

KAC bans people for these because what they are trying to do is either crash your server or severely hamper game play by causing the server rates to go insanely low.
In other words, it means that he used a script or exploit? I have understood correctly?

If you database connection times out frequently, you should switch your host

SourceBans has a ban queue which takes care of all bans if the database is unavailable and adds them when it gets a connection back. It also bans the player locally, so it's not a KAC issue at all and is already done.

KAC does its own local ban, if the sourceban ban does not kick the player out fast enough.

That is the problem I was having.
