NOPE

reloading is not handled as a cvar in this plugin

Code:
RegServerCmd("sm_advertisements_reload", Command_ReloadAds, "Reload the advertisements");
It's a server command (with no arguments) that u send via console or rcon in order to reload the advertisment @will .. (and chat menu i think !advertisements_reload)

there's no point in adding a cvar to reload the plugin as it reloads automatically during map change

Finally i dont think there's a script that detects changes in advertisment and reloads the plugin instantly.

And for now u can still use the plugin manager to reload a plugin anytime

You can, but as I have mentioned several times earlier this will break map specific configs, which is why I didn't include it.

I just figured it depended on round time and time delay between messages. As far as I know its restarted every round?

So if I have them 55 sec apart and the round goes for 5 min thats 5 adds. I may be very wrong though?

If I run this plugin automatically with AI bots, they won't display. However, when the bots are disabled, they display, and if I add bots in manually after the fact, they continue to display. Any way around this without manually disabling/enabling bots each time?

I got the PM. I am not the plugin maker. I don't know what your issue could be. Are you positive you've set this up properly? I run bots and I don't have this issue.

Have you tested it when both bots and humans are on?
Maybe you should post some info about your setup and list your other plugins.

perhaps the plugin only advertises when actual players are in game... since bots are not real players, the plugin won't advertise...

Plus, I don't think it does a PrintToChatAll... just a PrintChat (or SayText)... of course, I'm going cross eyed right about now going over so much of sourcepawn trying to learn it, I could be wrong
