Is it possible to set the users health to say 1000 hp but make the health bar display something else?

Setting someone's health to over 200 causes it to start counting from 0 again.

Yes. Use set_user_health to set it internally and then send the Health message to make it appear differently on their HUD. However, 255 is the highest it can display on the HUD.
