Description:

when you use a command, everyone around you gets slow
and enables slow bullets .

Cvars:

eye_pwntime 10 // how long eye of the storm is enabled ?
eye_times 3 // how many times can a player use it in round ?
eye_glow 1 // do players wich are affected glow ?
eye_team 0 // if 1, dont affect teammates
eye_radius 1000
eye_inacc 25 // inacuraccy for regular bullets, bigger value means bigger accuracy
eye_shotguninacc 5 // inacuraccy for shotgun bullets
eye_shotgunburst 6 // number of bullets in one shotgun shot

Blocking the actual bullets or the damage and making the flying objects do this instead would make this look a lot nicer.
