I suppose, but I was more thinking a context sensitive system; one that takes into account weapon type, distance from target, level of potential accuracy etc. If you headshot (??? It can be done) someone with a grenade, there would be no point taking that into account. Likewise, a headshot at close range would too be easy to dismiss.
But a headshot with a snipe rifle unscoped at a distance? Multiple headshots from a gun of highly questionable accuracy? Probably more a formulae.
((Number of Bullets/Damage Per Bullet fired, ratio'd to (Headshots earnt/Accuracy of weapon) * distance) / Average Speed Of Kills In A Round) + number of snaps occurred during round would give us a pretty good idea of what is occurring.
If we had very low bullet usage to a high damage weapon, a lot of headshots from a very inaccurate gun over a large distance occurring quickly with a lot of snapping, we can say for sure that's an aimbot user
Likewise, if we had medium bullet usage with a high damage gun, a number of headshots with a medium accuracy gun in mid-range to close quarters over a short or medium period of time with little snapping, we probably have normal combat occurring.
Special conditions for specific blatant cheating; headshot with unscoped sniper rifle over X distance etc.
But that's just me.
