Just because the muscles shake doesn't make them grow. lol. They call it Dynamic Ineria. When it is shaking you are trying to counteract the inertial change which requires flexion and extension (both because of the back and forth movement) with your muscles and that is what builds the muscle.
I'm not an expert or anything but it makes sense to me
