I believe ragdolls are, once created, only simulated clientside so setting gravity/force on the server doesn't change anything for the clients.

Then only thing that is transmitted is the creation/destruction of ragdolls.

Would there be a way to find the players velocity right before death?

I don't think they hook BecomeRagdoll, do they?
You'd probably need to write something on your own.

Its not that hard.
