debug the event and find it out yourself?!
i know there is a list called cstrike_english.txt in your cstrike/resources directory which stores a lot of "Cstrike_x" texts but unfortuately the names are not equal to the ones which are sent by the TextMsg event.

eg:
#Ct_win -> Cstrike_Tutor_CT_Win
#Terrorist_win -> Cstrike_Tutor_T_Win
#Game_commencing -> Cstrike_TitlesTXT_Game_Commencing
