Need to know the various arguments for the TextMsg event... like

#Ct_win
#Terrorist_win
#Game_commencing

A list would be good, but I especially need to know the one for 'Target has been rescued!'

debug the event and find it out yourself?!
i know there is a list called cstrike_english.txt in your cstrike/resources directory which stores a lot of "Cstrike_x" texts but unfortuately the names are not equal to the ones which are sent by the TextMsg event.

eg:
#Ct_win -> Cstrike_Tutor_CT_Win
#Terrorist_win -> Cstrike_Tutor_T_Win
#Game_commencing -> Cstrike_TitlesTXT_Game_Commencing

all those arguments are listed in titles.txt file located in cstrike folder of your game

Can anyone help with Titles, which called when Terrorists or Counter-Terrorists Win?
