Just as insanity said, there is nothing wrong. You can't have spectators in STV interact w/ the players. I think that is what you are trying to have done.
From that develop page, which is the one i was hoping you'd find, it says that spectating via STV is on a different port, which i think implies partly the non-interaction for voice. Someone more technical could maybe verify or not.
For Broadcasting Games, note this quote:

Lastly about the whole Vent vs TS....it comes down to personal preference when you make everything equal in terms of running both on Dedicated server w/ proper bandwidth AND concurrent proper Client setup. Here is a useful link that contains a good run down on the battle.

Albeit, there are a couple items that I picked up that are not accurate.
I thought free Vent server is up to 6 not 8. Compared to TS, it's 100 afaik.
For TS, you CAN talk across different channels.
Understand the programs fully to understand what PERFORMS better for you. Lag was most likely due to ill-configuration.
