hello any sourcemod plugin for bots? because i dont want to use add_bot by default and i want bot all the time and not only when human joins.

Only CS:S supports bots currently.

yes but bots joins when someone human joins i want if server is empty bot is on like podbot on amxmodx anything?

thnx its ok now.. one question .. i have 5-5 bots and i want when 3 humans join on server 3 bots to quit and if humans left bots join again .. is tha possible?

I'm pretty the settings that I gave you do that. bot_quota_mode 0 keeps at least 4 players in the server (if bot_quota is set to 4). So if one client joins, one bot leaves, so that 1 client can play against 3 bots.
