Simple knife speed for every players :

PHP Code:
#include <amxmodx>
#include <hamsandwich>

#define PLUGIN "Knife_Speed"
#define AUTHOR "ConnorMcLeod"
#define VERSION "0.0.1"

new g_pCvarKnifeSpeed

public plugin_init()
{

register_plugin(PLUGINVERSIONAUTHOR)

g_pCvarKnifeSpeed register_cvar("amx_knife_speed""400")

RegisterHam(Ham_CS_Item_GetMaxSpeed"weapon_knife""CS_Knife_GetMaxSpeed")
}

public
CS_Knife_GetMaxSpeed()
{

SetHamReturnFloat(get_pcvar_float(g_pCvarKnifeSpeed))
    return
HAM_SUPERCEDE

Can't this be achieved with the offset m_flNextAttack or something of the sort?

EDIT:

Also, you can force the knife to successfully attack with Ham_Weapon_PrimaryAttack.
I think you could make a plugin that controls the knife by disabling the default attacks and execute your own.
