Sv_lan "0"? Open ports?
Also sv_region 255 should do it

Well, i don't think it has something to do with the update, since you already did it. Check your Firewall's and Antivirus programs and see if they are blocking the server/Ports. Otherwise see if you missed anything while setting up the server:
