I think they load alphabetically, but I'm not sure. It really shouldn't matter though if the plugin is coded correctly.

Oh, and

sm plugins reload plugin_name

works (instead of having both those lines).

What you need to do is call OnAllPluginsLoaded() if you need to make sure the code is last to run, or at least close to it.

Properly coded plugins should deal with it without having the need to reload.

Alphabetically on Windows, and I think it's by last modification date on Linux.

No. There is no guaranteed order on any operating system. Do not rely on any side effect you think you might be seeing.
