EDIT: are you sure you are actualy running a dedicated server on the internet or just playing a new game from the main menu?

OK let me get this straight are having a problem making yourself admin or you already are admin and "/admin" don't work

NOT ADMIN:
set you rcon_password
log on to rcon (you should know how)
type this line in your console rcon amx_addadmin "STEAMID" "access flags" ""
of course add the correct things in i.e your actual steam id and the flags you want
and that should add you as admin

ALREADY ADMIN:
as far as i know you have to download an additional plugins so when you type /admin it comes up with a list of admins online
