Is there or will there be support for translations in the description parameter of RegAdminCmd?

Nope. At the moment there isn't a great way to solve this as the strings must be hardcoded into the cvar list. The best we could do is have "sm_help" give translated strings, but you'd be out of luck for typing "cvarlist" and whatnot.
