C++ Playing .wav sounds

Hey, everybody.
EDIT: I do realise this is totally OT, and I'll be lucky to get anything, but hey.
Just thought someone might know something ...
First off, I'm not vastly experienced with C++, but I've had a bit of a play around and it makes a lot of sense.
I use the Allegro library for most windows interaction (keyboard, graphics et c.) and this has some sound support.
But unless I'm being a tard (most likely option) I can't see how to play part of a wave file.
But let's stop here and give some background on this:
I'm thinking of writing a C++ app to allow you to enter a sentence, and have it play it as it would sound through HL's VOX ... er, thingy.
I can adjust the pitch and speed (I think) but I can't see how to get the e / s modifiers (end and start position, respectively) to work.
If anyone knows anything about (wave) sounds in C++, any info or just a useful link would be nice.
EDIT: Oh, and I've had a fair search around, I just don't fancy registering on a C++ forum just to ask this.
Though I probably will after you all ignore me ...
