1. I run a dedicated server on my pc and usually let it run during the day so when my clans' server is down we have somewhere to play. I have it set up with amx-x and a few random plugins. The only admin I have in the users.ini is myself with my steam ID. I gave rcon to all of my clan-mates and they are able to use admin commands by putting rcon in front of the admin command: "rcon amx_kick user" Is there anything that I can do to either limit or block this?

2. Also, I'm not 100% sure about what the loopback user.ini entry is for, would I need this in my case? I currently have it commented out. Thanks

loopback is for listenServer

That's the adress you get when you start a ListenServer and you get adminrigts with that line.

So if you have a dedicated you don't need it, but you don't have to erase it either. Commenting out lines is a better way of doing it.

If you give your clanmembers rcon wich is higher than an amxx-admin they can do whatever they like on your server. Restart it kill it and so on.
I would recommend you to give them adminrights on amxx instead.
Then you can specify what they can do and can't do.

Oh, I always thought rcon was just a low-level form of admin to do little things like kick, ban, alltalk, changemap etc.

rcon = Remote Console

it's like they are sitting on your pc and type commands directly
into server console.
and like lantz69 said, it's the ultimate access to the game server.
if you still want them to be able to completely restart/kill the server,
you would have to edit all plugins and replace all

concmd = console command (can be executed via server console & client console)

clcmd = client command (can ONLY be executed from client console in game)

but that's actually not worth it and you go better with giving them
some admin rights on the game itself.

rcon = Server access so lot of stuff of amx like slay and other
