Wow, such a plugin would force T's to follow the bomber and to play objectives !!

no, i want to make a mod, when on de_ map objective is swapped between t's and ct's so ct are starting at t's respawn and they must plant a bomb and terrorists start at ct respawn point and they must prevent the bomb from blowing up the bs

You could make no mod :

T start at T's spawn and have to plant the bomb.
CT start at CT's spawn and have to prevent T from planting the bomb.

I don't know about changing/affecting the team score, but you can send out a win message like so:
